People will ever care, mostly, about the wrong things. The question is what to do about it. Educate 'em till the problem goes away? Bread and circus but behind the curtain run it despite 'em? Let 'em run the asylum and run? Admit we're 'em and content ourselves with our lot?
A wise and ever-varying mixture of parts of these four, as conditions require? Yes, that's my view.
