Yes, a democracy results in poor policy outcomes, and routinely so. It's simply that, on balance, those poor choices kill and injure fewer people, and do less other damage, than would result from not having a democracy.
The project of constitutional government is to configure the democracy so as to perpetuate and extend its blessings while mitigating its harms.
